With reference to correspondence resting
with your despatch No. 276 of 14th of July, 1937, I
have the honour to inform you that I have recently
had under consideration the formation of a
Statistical Branch of the Colonial Secretariat, and
that I am satisfied that such a step would be of
great value to this Government.
2.
I intend to select Mr. D. Kelvin-Stark,
Cadet Officer, for this activity in the first
instance. He is an officer whose suitability for the
work is strongly urged by the Financial Secretary
under whom Mr. Kelvin-Stark has been working since
July, 1937, and whom, if the experiment appears to be
successful, I propose to keep to this duty until the
census which is due to be taken in 1941, by which
time it will be possible to decide as to the best
means of continuing the work.
3.
Mr. Kelvin-Stark proceeded on long leave
on the 1st of April, his intention being to spend
about half of his leave in Canada and the remainder
in the United Kingdom. He is willing to spend part
of his time in Canada in preliminary reading and to
spend six months on actual study of Government
